Access to COVID-19 tools funding commitment tracker

Overview

The ACT-Accelerator Commitment Tracker provides transparent reporting on funding commitments made between donors and ACT-A agencies against ACT-Accelerator Pillar budgets. The tracker does not report on pledges made by donors. 

Urgent action to address these financing requirements will boost the impact of the ACT-Accelerator achievements to date, fast-track the development and deployment of additional game-changing tools, and address the inequity gap in access to COVID-19 tools between low- and high-income countries.

The tracker is updated every month and based on data received from ACT-Accelerator agencies. All amounts are in USD and are subject to foreign exchange variations. Information on the exchange rates used for major currencies is provided in the Commitment Tracker slide deck. 

This Commitment Tracker is a product of the ACT-A Hub with cooperation from the ACT-A partners.

Funding Snapshot as of 03 October 2022

As of  03 October 2022, pledges towards the 2021-22 funding target now total US$ 5.9 billion, counting towards the US$ 16.85 billion grant financing ask, bringing the 2021-22 funding gap to US$ 10.95 billion – as detailed in the snapshot of grant funding below.

NOTE: *All figures are rounded. As of 10 February, the snapshot was updated to cover just the US$ 16.8 billion grant funding ask, a subset of the total 12-month US$ 23.4 billion 2021/22 budget that was used previously. Funds will be implemented according to the ACT-Accelerator Strategy & Budget for 2021-22. Contributions to Pillars are subject to FX variation. 

Background

As of 29 October 2021, an unprecedented mobilization of sovereign funders and private sector, philanthropic and multilateral contributors had galvanized commitments of US$ 17.8 billion. The ACT Accelerator Commitment Tracker provides details of this funding, taking into account retrospective cost adjustments. The 2020-21 budget’s funding gap was US$ 15.4 billion.

Since 29 October 2021, all new pledges in support of the ACT-Accelerator counted towards the 2021-22 budget (see details in ACT-Accelerator Strategic Plan & Budget: October 2021 to September 2022).

The Financing Framework details the split of the overall 12-month budget of US$ 23.4 billion into US$ 16.8 billion of grant financing for ACT-A agencies and US$ 6.5 billion to be financed with domestic resources, including support by multilateral development bank funds.
